Jolene Skinner

Jolene Skinner has been with the Department of Labor & Industries for over 13 years with the last 7 years being dedicated to improving compliance on public works projects. Jolene works closely with contractors, awarding agencies, and stakeholders to build better tools that will help them manage their responsibilities and liabilities. In 2017, Jolene participated in the Apprentice Utilization Requirements in Public Works Taskforce where she identified technology enhancements that were recommended to the Governor to standardize apprentice reporting. She’s currently overseeing the third round of technology enhancements that includes those recommendations, in addition to ensuring contractors have the ability to take training online to meet the new training requirement effective July 1, 2019.
